Description

Under general supervision from the Head of Qatar Youth & Community Development, the Community Development Specialist is responsible for ensuring effective planning and implementation of Qatar Youth and Community Development projects that are geared towards addressing the learning needs of disadvantaged and/or other community groups in Qatar. Working closely with the Head of Qatar Youth & Community Development, the incumbent is responsible for carrying out research, designing and implementing new projects as well a managing and monitoring existing project in line with departmental goals.

Responsibilities

Strategic 
Work closely with the Head of Qatar Youth & Community Development to: 
• Develop and implement project plans for ongoing community development projects carried out by ROTA in Qatar. 
• Develop mechanisms to ensure beneficiaries are key partners in project design and delivery, and that the voice of the target group is heard. 
• Ensure delivery of outcome focused practice and that both youth development projects have in-built evaluation and monitoring processes. 
• Ensure effective management of programs through overall supervision of ongoing education programs focusing on quality control from formulation to implementation. 
• To ensure relevant project plans, processes and procedures are developed and implemented in line with program strategies. 
Project Management

In particular, the Community Development Specialist will carry out the following tasks:

• Design and coordinate the delivery of various informal and vocational learning programs that help to address needs of disadvantaged groups in the community. 
• Work with the HoQ to expand the reach of the literacy program by identifying new partners and target groups 
• Ensure ongoing monitoring and development of robust documented evaluation evidence of existing and new community development programs 
• Ensure relevant project plans, processes and procedures are developed and implemented in line with program strategies. 
• Carry out research and feasibility studies to identity needs and issues that could inform new projects within the community. 
• Take responsibility for delivery and management of project resources 
• To develop new project components, including researching, compiling and analyzing supporting data, and upon approval of the Head of Qatar Youth & Community Development, implements such changes and/ or additions. 
• Network with other organisations to develop and implement systems and protocols to ensure productive relationships, appropriate information sharing and referral routes to and from other services. 
• Effective application of project management tools, establishment of management targets and monitoring achievement of results; 
• Provide monthly progress reports and quarterly program reviews 
• Identification and synthesis of best practices and lessons learnt 
• Solicit new project proposals ensuring compliance with departmental goals 
• To work closely with the Head of Qatar Youth & Community Development to set milestones and indicators for the monitoring and evaluation of running projects. 
• Share experience, resources and lessons learnt with Program coordinators. 
• Continuous follow-up on issues and challenges related to informal education in Qatar. 
• Identification of relevant stakeholders and development of partnerships with government institutions, bi-lateral and multi-lateral sponsors, private sector, civil society. 
The Specialist is expected to perform any required ad-hoc tasks relevant to the job for serving the general mission of ROTA. His/ Her responsibilities will also include the provision of sound analytical inputs and advice that contribute to improving Community Devlopment programs.

The Specialist should have: 
• demonstrable commitment to ROTA’s mission, vision and values 
• a degree in any of the relevant field 
• a minimum of 3-5 years of relevant experience in community development, international development, education or NGO work. 
• previous work experience with Non-Governmental institutions or funding agencies 
• a participatory approach in community development.

In addition, the Community Development Specialist should: 
• Have a cooperative team spirit, able to work as part of a team and should be mobile 
• Able to display cultural, gender, religion, race, nationality and age sensitivity and adaptability 
• Have an informed understanding of the activities of all parts of the team 
• Willing to actively work towards continuing personal learning, acts on learning plan and applies newly acquired skills 
• Have the ability to perform a variety of specialized tasks related to Results Management, including support to design, planning and implementation of program, managing data, reporting. 
• Have the ability to provide input to business processes re-engineering, implementation of new system, including new IT based systems 
• Be able to focus on result for the client and responds positively to feedback 
• Have the ability to plan own work, manage conflicting priorities and work under pressure of tight and conflicting deadlines. 
• Have experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems 
• Have flexibility in working hours and application of effort 
• Fluency in English and Arabic (preferably)
