Background Recognizing the importance of Corporate Social Responsibility and sustainable business practices to develop a socially and environmentally responsible and inclusive private sector, UNDP supported the launch of the UN Global Compact (GC) in Iraq, as the largest CSR global initiative, and as a component of a wider programme addressed to enhance the business environment in Iraq under the Private Sector Development Programme for Iraq (PSDP-I) in partnership with the Government since 2009. The PSDP-I, joint program with 7 UN agencies, completed in December, 2012. The Iraq UN GC Local Network was launched under this programme in October 2011, and since then it grew to become an increasingly recognized platform for Iraqi companies committed to raise their business standards and contribute to the economic, social and human development of the country. During its first year, several activities were conducted aiming at raising awareness on CSR principles within the Iraqi business community, building its knowledge through further integration in regional and international markets, and putting the basis for its own governance structure to be more effective in the dialogue with the Government and other stakeholders. UNDP, in partnership with the Government of Iraq, committed to support the initiative after its launch aiming to strengthen the business environment in Iraq and ensure that the private sector members and Government partners acquire full capacity to run their business operations in a sustainable and inclusive way and according to best global practices, as set by the UNGC as well as by UNDP corporate strategy for private sector engagement in development. |

Duties and Responsibilities |
|
Objectives: Under the supervision of Team leader of the Inclusive Growth and Private Sector Development Sub-cluster, the Advisor on CSR and PSD will support the team in UNDP and the counterparts in the Iraqi Government and private sector to strengthen capacity to manage and conduct the project on Enhancement of Corporate Social Responsibility and the UN Global Compact Network in Iraq in the long run. The Advisor is expected to provide technical assistance and training on CSR global standards to the national staff in UNDP, while guiding the planning, design and implementation of activities by the Iraq UNGC Network. The Advisor will also assist in building the capacity of Prime Minister's Advisory Commission officials, leading this initiative from the government side, and other relevant Government representatives on matters related to CSR and sustainable and inclusive business, in order to facilitate private-public partnerships with focus on the areas identified as priority: environment, anti-corruption, human and labor rights (with particular attention to women and youth). In addition, the Advisor will assist UNDP Iraq team on implementing activities and projects related to private sector development in Iraq, bringing in experience and knowledge on the Iraqi business environment and bridging it to other programs run by UN or other organizations – including UNDP corporate strategy for engaging private sector. The methodology needs to focus on the promotion of the corporate social responsibility Private sector engagement in development. Financial proposal: The financial proposal will specify a total lump sum amount and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. A breakdown of this lump sum amount is to be provided by the IC candidate.
