The candidate should be from an engineering background with Infrastructure experience and have specific expertise in design / tender management.Project Synopsis:
In 2006, His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Executive Council, requisitioned the Executive Affairs Authority to initiate Plan Abu Dhabi 2030 (Plan 2030), a monumental urban planning initiative. Its purpose was to deliver upon the vision of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, Ruler of Abu Dhabi for the continued growth of Abu Dhabi as a global capital city and for the future growth of the whole of the Emirate of Abu Dhabi as envisaged by the Late Sheikh Zayed bin Sultan Al Nahyan.
The heart of Capital District consists of a radial pattern of streets surrounds a central monumental space. From this point, a series of seven grand boulevards, representing the seven emirates, connect the symbolic center with surrounding districts. Along primary boulevards and at gateways to the city, monuments and public spaces will reinforce the city’s ceremonial and symbolic function. The creation of distinct districts and national institutions connected by grand boulevards, walk-able streets and monumental spaces will symbolically link national government, city life and Emirati culture. It will also become a center of learning and excellence. A world-class transportation system will connect neighborhoods within the Capital District and connect the city to the wider region. An extensive public transit network will alleviate traffic congestion and reduce reliance on the automobile.
With an area of forty-five square kilometers, and a projected population of three hundred and seventy thousand residents, the Capital District is one of the most ambitious urban development projects being planned in the United Arab Emirates. 
The Emirate of Abu Dhabi has formally put the concept of sustainability at the center of Plan ABU Dhabi 2030 and advanced its role as a leader in the attempt to make the region one which is committed to a sustainable future. This plan contains an entirely new urban core called Capital District, which has the objective to ‘Create an attractive/livable and sustainable managed urban environment in which all necessary services and infrastructure are provided’[1]The Capital District Master Plan also envisions 26 million square meters of developable area including 33 million square meters of gross floor area (“GFA”) of which 6% is residential and 12% is office. In addition 6% of the land will remain open space (270 hectares or 667 acres). 15 million square meters of roads (1500 hectares or 3706 acres) including right of way is also planned. The Capital District Master Plan outlines six development precincts connected by a strong emphasis on public transportation and pedestrian connections.The Capital District is planned as a sustainable, compact, mixed-use city, comprised of high density transit orientated communities. A central driver behind the vision is the symbolic relationship between land use and transportation in the creation of high quality, attractive district and neighborhood centers, vibrant streets and public spaces, with well planned cultural and community facilities. It will be the new seat of national government and house a diplomatic and embassy neighborhood. It will also serve as the city of Abu Dhabi’s second business district, providing over one hundred thousand jobs in a dynamic mixed-use urban core. The new city will also be a leader in environmental sustainability, with requirements for the use of highly energy efficient building structures and
